Randy,
Great question. I have asked that one myself. Clients will ask a panel company to fill a particular study. For example, they promise 200 completes for a Japanese animation study. The panel company crunches numbers and based upon their panel’s past performance believes they can fill that study.
As time ticks on and the panel company is within hours of the deadline they review the complete total. Panic ensues when they determine they only have 125 completes. The panel provider does one of two things: [1] blasts the rest of their panel; or [2] partners with a competitor to backfill the study with their panel. Since the deadline is within hours the competitor floods the Japanese anime fans with invites.
Now there are multiple panel providers seeking to fill 75 completes. They can get 75 completes with the snap of a finger if they work with the right partner. Most of those are a result of us helping another panel provider fulfill their study.
Our Feasibility team is quite good at estimating how many invites must be sent in order to fill studies. It is not an exact science, but they are quite adept. However, some members encounter your situation. We are working on a few applications to reduce that annoyance, but I am not sure when they will hit production. Hope that helps.
